GM Module swapping on late model AA Vehciles

So if a used BCM is swapped in and programming through TIS is attempted and fails....what happens? Does the PCM need to be replaced with a new one as well as the BCM? I ran into a problem with a 2011? Cruze that wouldn't accept a used BCM... a new BCM programmed in just fine- the used ones I tried to program on this didn't brick it.
